Pre commit fix (#64)

* add pre-commit as dev dependency, introduce additional optional deps
* make pre-commit CI only install dev dependencies
* add isort as part of the pre-commit hooks

This fixes the issue with the pre-commit CI trying to run isort but not knowing
how.

* disable isort for now, until all imports get fixed
* apply pre-commit black
