Added a new refactoring message, 'literal-comparison'.

This is used whenever we can detect a comparison to a literal,
using the `is` or `is not` operators. This is usually not what we
want to do, even though it might seem to work, this can happen
usually due to interpreter's interning of small strings or numbers.
