Only apply data-* attributes in /pagebundle/ paths

 * The content-type package is added to parse the supplied headers.

 * An originalVersion environment variable is added for the html2wt
   direction, to pair with the contentVersion while parsing.  With these
   two, we can now compare to determine what sort of content reuse,
   upgrade, or downgrade is possible, which should satisfy T114413.  The
   next step will be to implement those conversions.

 * TODO: Determine the precedence of data-* attributes on elements when
   editing.  This probably just means that we shouldn't apply the
   data-mw from pagebundle when one is already present on an element.
   Need to figure out how VE plans to edit external data-mw in practice.
