fix: remove normal action flow from rail bridges

delete normal action flows - creating a secured bridge is not supported with sriov-network-operator
for a none secured bridge those are the flows that are added by default and cannot be removed if normal action flow is already deleted
meaning that the first time it will work but second reconcile will fail, so for now the error is ignored

When  sriov-network-operator will be abele to create a secured bedige this code can be deleted
