Fix crash on DROP LOGIN/ROLE/USER [public] (#3559)

Executing DROP LOGIN, DROP ROLE, or DROP USER with [public] in Babelfish
caused a crash due to NULL rolename. Fixed the issue by setting the
rolename to "public" for ROLESPEC_PUBLIC role type, preventing
segmentation faults during comparisons and lookups.
