Handle "no responders" error in JetStream operations (#221)

Add support for handling "no responders" scenarios when streams or consumers are not found during fetch, consume, or next operations. New tests validate behavior, and additional error handling ensures proper notifications and recovery. Updated types to include a "no_responders" notification type.
