* Splits the archival and remote tools from `miranda`
* Removes the now-obsolete GPL-licensed libraries

### Does this PR introduce a breaking change?

Absolutely. This removes all the GPL-licensed libraries and focuses the
scope of `miranda`. The split utilities have been moved to a new package
(currently private).
