Commit Message

Rework based on review comments.

- Remove need for --plugin-documentation CLI parameter by loading
  PyLinter and calling linter.print_plugin_documentation() directly,
  which also lets us avoid the need for subprocess.Popen.
- Similarly rework pylint_features.py to call
  linter.print_full_documentation() without using subprocess.
- Move extension detailed documentation from docstrings to standalone
  ReST files in the extensions directory.
