Update bot list for the voight-kampff gem (#4786)

* Update bot list for the voight-kampff gem

This was done by running rake voight_kampff:import_user_agents, as described in
https://github.com/biola/Voight-Kampff?tab=readme-ov-file#configuration

Previously, voight-kampff was unable to identify newer bots like GPTbot

* Use a human user agent for selenium tests

Prior to this commit, our tests used a HeadlessChrome user agent, which the
updated Voight-Kampff bot list lists as a bot, which I suppose it is.
