[N/A] misc spot ros2 control bugfixes (#617)

## Change Overview

Fixes a few issues that prevented the spot ros2 control stack from running on robot on main.
* hw_sensor_states_ in spot_hardware_interface was the wrong size, so there was a runtime error
* launch helpers had recently been modified in the driver but had not been updated in spot ros2 control so the launchfile was failing

Also adds some more checks into the hardware interface to check for the presence of the sensors on initialization, and fixes 
 a minor build warning in the forward state controller. 

## Testing Done

Ran spot ros2 control stack on robot successfully

914 of 2345 relevant lines covered (38.98%)
