Removed DATA endpoint (#104)

Rewrote getLocationsWithLatLon to use endpoints LOCATIONS and LOCATION instead of DATA endpoint and renamed the function to getLocationsData.
Removed all uses of DATA endpoint.
Rewrote mocking in AccessibilityTable.test.jsx to be independent from getLocationsData implementation.
