Based on the great work done by @Seldaek,
follow up/replaces https://github.com/FriendsOfPHP/PHP-CS-Fixer/pull/1921

I didn't look at the changes done to the header fixer.

@Seldaek didn't mean to waste your time with my PR, I bet you have other things to do. Just wanted to help out to get this merged :)

So yeah, here is a new PR which I hope deals with all the insane syntax people use.
