Refactor test utilities and improve test infrastructure

- Remove deprecated test helper modules `ProcessHelper` and `SignalFactory`
- Add `shutdown_test_process/2` method to `JidoTest.Case`
- Create new `JidoTest.SharedTestCase` for shared test macros
- Inline helper methods into relevant test files
- Change log level from info to debug in discovery cache initialization
- Add flaky tag to compensation telemetry test
