atproto: add /.well-known/atproto-did endpoint

serves ATProto handle resolution for fediverse instances and others who want to redirect their domain's /.well-known/atproto-did to us. takes a host parameter, unlike normal handle resolution which passes no params. fedi instances can set up wildcard DNS and SSL cert on their instance, redirect all subdomains to fed.brid.gy/.well-known/atproto-did?host=... , and automatically get custom Bluesky domain handles.
