Add the ability to set the current shim coefficient values as inputs in the constraint file (#571)

* Add 'coefs_used' in coils constraint files to input the current coefficients used.

* Fix small bug

* Refactor the implementation to allow to change the constraints using coef_minmax and coefs_used and the internal calculated values from the BIDS sidecar

* Fix bounds for Ingenia Elition X

* Write coefficients in the BIDS sidecar of the calculated fieldmap as ShimSettings

* Fix a test in the plugin

* Fix documentation

* Remove unecessary check for coef_sum_max

* Update dcm2bids config file

* Fix a bug when no scanner constraint file was used
