Add pagination to the cases and samples endpoints (#3962)

## Description
Addresses the backend part of https://github.com/Clinical-Genomics/clinical-genomics-ui/issues/601

Modifies the response of the `get_cases` and `get_samples` endpoints to return truncated lists of samples and cases based on the pagination info in the request from the front-end.

### Added

- Case service for the endpoint

### Changed

- functions in the crud that return cases/samples so that they return also the total number of cases/samples
- moved application and sample services to we_services directory
- Improve the file structure of web services
