Split `RUIProvider` into two

This commit splits `RUIProvider` into `TranslationsProvider` and
`GlobalPropsProvider`.

The reasons fo this change are:

* Improve performance by reducing rerenders in cases when the context
  value change dynamically.

* Make code more readable by splitting isolated functionality into
  isolated prividers.
