feat(converters): update to Microsoft.Data.SqlClient

Updated DbTypeConverter.cs and SqlDbTypeConverter.cs to replace System.Data.SqlClient with Microsoft.Data.SqlClient. This includes changes in using directives and project file updates.

- Replaced System.Data.SqlClient with Microsoft.Data.SqlClient in DbTypeConverter.cs and SqlDbTypeConverter.cs
- Updated variable declarations to use explicit types instead of var for clarity and type safety
- Refactored DbTypeToType method in DbTypeConverter.cs to use an expression-bodied member
- Updated DbTypeToType method in SqlDbTypeConverter.cs to use a nullable type (Type?) for the out parameter in TryGetValue
- Updated ConvertTo method in both DbTypeConverter.cs and SqlDbTypeConverter.cs to use explicit type declarations
- Updated ObjectCartographer.SQL.csproj to include Microsoft.Data.SqlClient version 5.2.2 and remove System.Data.SqlClient version 4.9.0
