[native_assets_builder] Stop taking a `workingDirectory` (#1917)

Invoke hooks with `packageRoot` as the working directory.

This means the native assets builder no longer needs a working directory argument.

Closes: https://github.com/dart-lang/native/issues/1915

Part of a larger refactoring that will make the `NativeAssetsBuildRunner` take more arguments in the constructor such as the package config, and reduces the number of arguments to the `build` and `link` methods.
