SALTO-7228 SALTO-7251: Refactoring field permissions enum filter (#7081)

1. Removing the configuration flag - it's no longer used.
2. Fixing the bug where fetches that include no Profiles/PSs/MPSs break the types.
3. Stop removing permissions for custom objects that are not included in the fetch (this is only relevant when using the read API which we no longer do) - behind optional feature since we have a bug that dropped permissions for custom metadata and in permission sets which we shouldn't have.
4. Making everything sync.
5. General cleanup.
