Complete hooks code and documentation.

Add monitoring, command_aliases, and overdue to do_not_expand by default.o
Support codicil when reporting setting errors.
Refine hooks code:
- fix bugs
- add place holders
Document new monitoring services settings.
Fixed bug in overdue.
