Some dev housekeeping on client_wrapper (#81)

This does a few small dev housekeeping tasks on the client_wrapper:

* Moves all pip packages required by the build script to dev_requirements.txt
* Upgrades YAPF from v.0.6.2 to v.0.8.2 (not the latest, but this is for
  consistency with ndt-e2e-testmaster).
* Updates some Python files to match YAPF v.0.8.2 formatting.
