transport/outbound: Add Start/Stop methods (#231)

This adds `Start` and `Stop` methods similar to `Inbound` to the `Outbound`
interface. This allows outbounds to perform any setup or cleanup they require.

In the future, we can add a parameter to `Start` to inject global
configuration into Outbounds.

Resolves #203
