* Test setting the index with datetime with timezones, which is a pandas-defined dtype.

Also, when taking percentiles of integer values for repartitions, we do linear
interpolation, then round values back to the integer domain.  This will compress
better than floats during the `merge_and_compress_summaries` steps.  Hopefully
linear interpolation is a good choice compared to taking the nearest value.
It probably is in most situations.

* Don't assume ints are interpolated.  Other strategies are valid too.
