go.mod: update to 1.22 to observe effect on CI tests

Go 1.22+ removes the default cipher suites which used RSA based key exchange.
The version of the Go standard library depends on the line in go.mod, so this
commit adjusts that line to observe the effect on tests. If TLS cases are
covered by existing integration tests, expectation is that MySQL 5.7 tests
may fail due to https://github.com/go-sql-driver/mysql/issues/1635.
