chore: Makefile improvements (#552)

## chore: simplify the makefile

* introduce a pattern rule to generate apispec files
* change to uppercase codegen_params to follow conventions
* reformat codegen_params so that each arguments is on a single line,
  this improve maintability
* add new lines between complex target to improve clarity

## chore: fix make help to show again schemas

The awk pattern does not support multiple lines. By using the variable
we simplify and make the help target work.

## chore: fix .PHONY annotations in Makefile

* split the annotation to be near their target, this prevents missing
  one when we add / change targets
* add missing .PHONY annotation on the debug: target

## chore: reduce time to run the tests

Improve the Makefile to call `poetry run datamodel-codegen` only when
required, while still ensuring we do not commit changes just for a
timestamp update.
