Adds new siteinfo package (#208)

* Adds new siteinfo package

The siteinfo package will generate various formats, which are all variations of
heartbeat registration information. It is intended to at least partially
handle what the siteinfo repository does not provide. Today, siteinfo has no
information about autojoin machines, and in the not-distant future siteinfo
will likely no longer track VMs.

As a start, this new package only implements a singe "Machines" format, which
is nothing more than a dump of all v2.HeartbeatMessages that Locate knows
about. Eventually it can support formats like "Geo", "Sites", etc.

* Small, non-functional changes to address PR feedback

* Adds a docstring to the exported Machines() function
* Use default wantErr value of false in success test cases
* In tests, defined input before expected output
