Add a test for uploading erratum to a repo

Add test case `UploadErratumTestCase` to module
`pulp_smash.tests.rpm.api_v2.test_upload_publish`. This new test case
creates and syncs an RPM repository, uploads and imports a matching
erratum, publishes the repository, and verifies that the resultant
`updateinfo.xml` file is valie.

This change depends on a new fixture being added to Pulp Fixtures.
