don't cache virtualenv, just persist uv cache across builds

The rationale here is:

Once UV has packages in its own cache and the lockfile
exists installing packages into a venv is very fast.

If we just persist UV's cache across builds our builds
should still be very fast and we should be hitting the cache
more frequently because we don't invalidate the whole cache
every time one package changes.
