Dereferencing annotated tags.

There is no reason to fetch annotations for the purposes of this
library. Hence list_remote() will dereference annotated tags. If the
tagged commit has been fetched there is no point in fetching the
annotation since we don't care about that.

Split up git.py tests into their own modules and moved them to
tests/test_git/. Wrote a bunch of pytest fixtures for just these tests.
Not importing anything from tests directory.

Testing outdated local to make sure it still pulls latest remote.
