Add CI scripts (#1)

* Add CI scripts

I started with the current state of qiskit-addon-utils,
changed each instance of 'utils' to 'aqc-tensor', and removed
Windows since it is not (yet) a supported operating system.

* The `tools/` directory no longer exists

* Update test environments

* Bump tox version

* Set up reno
