ciao-controller: fixup startfailure test

With the prior patches that better enable testutil/ error flows, errors are
returned for starts that are meant to fail.  This means fail tests need to
condition their "if err != nil" checks with their fail==true|false
parameter.  We can have false failures and false successes.
