Fetch images, and Animated GIFs' videos, from Twitter.

Can't fetch actual videos.

* Added `image_file` and `mp4_file` to `Tweet` model.
* Added `FetchFiles` and `FileFetcher` classes for getting them.
* Added `twitter_fetch_files` management command.
* And tests.
* And docs.
