Support for CREATE PARTITION SCHEME with 'PRIMARY' syntax (#3022)

CREATE PARTITION SCHEME supports the 'PRIMARY' syntax (with single quotes) for the filegroup, as shown in the T-SQL documentation. The practical value of this fix is probably limited, but since this syntax is shown in the documentation examples, it may be used by Babelfish-interested customers and this fix helps avoid negative first impressions.
This fix adds support by modifying the grammar to accept the syntax. Since the actual file groups are ignored in further processing, no further downstream modifications are required.
