[#805] Fix linter errors

- add missing method descriptions
- ignore gosec false positive in tcr_test.go
- simplify tcr.parseCommitStatus()
- rewrite tcr.isTCRCommitMessage() so that it leverages on tcr.parseCommitStatus()
