Commit Message

Update apps to new GAE API.

The luci/gae library has updated its Put, Get, Delete, and Exists
API. Update LUCI code to leverage the new API.

This will have to be manually pushed for a three-sided update to infra
repository, since Exists has become API-incompatible.
