Add chain-based event filtering (#1920)

Adds `isSupportedChain` to `IChainsRepository` (and its memorization wrapper `isSupportedChainMemo`to `HooksRepositoryWithNotifications/HooksRepository`). This function checks the validity of the chain in the event being processed.
