atomic_reactor.start_time, used for build-date and start_time

The build-date Dockerfile label and the Koji CG start_time field both
want to know the time the build started. The atomic_reactor module notes
this on import.

This is preferable to using OpenShift's creationTimestamp, since the build
is created before it is scheduled, and before the builder image is pulled.
