SALTO-6573: Avoid redundant read of elements when rebuilding cache (#6512)

- add a new "overrideElementSource" that allows overriding an existing source with removals and updates to elements.
- Improve performance of rebuilding workspace cache when loading a new state file by using overrides before reading the element from the source
- Improve performance of rebuilding workspace cache from an empty cache by using values from the changes when available
- remove unused code - src1Overrides
