Fix up new tests for force_full publish flag

This commit is a follow-up to
https://github.com/PulpQE/pulp-smash/pull/278. Do the following:

* Update the `docs/` directory with references to the new
  `pulp_smash.tests.rpm.api_v2.test_force_full` module.
* Rewrite the newly added test case. Drop unnecessary bits of logic like
  the task polling functions, make the test more robust in the face of
  failures, and make the test target Pulp issues 1965 [1] and 1966 [2].

The tests now pass against both Pulp 2.8 and 2.9.
