generate_override_cycles_value() added. (#225)

* generate_override_cycles_value() added.

Added function that can parse an RunInfo.xml file found in a Illumina
run-directory and automatically generate an appropriate OverrideCycles
line.

WIP. Test needs to be added

* include tests

* Added method to KLSampleSheet() to set OverrideCycles
