[All] Centralize version information for all projects (#1065)

* [All] Add Directory.Build.Props

Directory.Build.props file contains a set of properties that are common
across every project in this solution, like VersionInformation or
TargetFramework. By having it we make sure every project is kept in
sync as far as those properties go.

* [All] Remove props moved to Build.props
