Simplified version retrieval in conf.py; Replaced deprecated write_to

Details:

* Docs: Simplified version retrieval in docs build by using setuptools_scm.

* Replaced the use of the deprecated write_to in the setuptools_scm config
  with version_file.

* Test: Increased minimum version of pylint to 3.0.1 to address an issue
  when importing setuptools_scm in conf.py.
