Improved docker image build

Details:

* Changed the Dockerfile to install the binary distribution archive instead
  of copying the repo. This will be a larger benefit when migrating to
  pyproject.toml because then it avoids copying the .git subtree.

* Changed to a multi-staged image build to minimize the size of the resulting
  image file.

* Uninstalled pip and setuptools after installing the exporter package,
  since they are not needed to run the exporter, in order to save space in the
  image.

* Changed the image tag to now use the package version instead of 'latest'.

* Added OCI metadata labels for the image.
