Refactor popover and add custom properties support (#1966)

This PR refactors the popover component to allow for custom properties support, popover transitions and some additional improvements to popover tooltips and hover event handling. These changes include:

- Add a delay between popover hover event close and delay before open of tooltip
- Popover tooltips should hide after the trigger is no longer hovered by using `pointer-events: none;` on the popover
- Add popover animated transition styles
- Make JS specific popover css variables required (similar to modal and drawer)
- Apply new BEM naming function to popover component and remove redundant variables
