Check for langpacks in published repo's comps.xml

Add a new test case, `SyncRepoTestCase`, in module
`pulp_smash.tests.rpm.api_v2.test_comps_xml`. This new test case does
the following:

1. Create a repository with a feed and a distributor.
2. Sync and publish the repository.
3. Verify the `comps.xml` file available in the published repository.

Among other things, this test case verifies that a `langpacks` tag is in
`comps.xml` in Pulp 2.9 and above.
