test: shift test ssntp client and test ssntp server to testutil

We have multiple similar "fake" ssntp clients and servers around the
code.  These enable unit testing of "real" ssntp clients and servers
in isolation.

Having a single test implementation of each ssntp client type and one
test implementation of an ssntp server, all under testutil, is easier
to maintain and allows each ciao component to better unit test their
real component with a synthetic periphery around it.
