Update ECSClient to support Flask app

Why these changes are being introduced:
* Implement updates required based on how the ECSClient
is used in the context of the Flask app.

How this addresses that need:
* Add ECSClient.get_task_status to get status of an ECS task
* Add ECSClient.task_exists method to check if a task (or task run) exists
* Add exception 'ECSTaskDoesNotExistError'
* Remove 'ECSClient.parse_run_details' method
* Reorganize unit tests to match order of class attributes
  and methods in ECSClient module
