Abstract JsonProvider's inherited roles collector into Provider.

- getRoleHierarchy replaces getRoles for returning the recursive roles object
- Providers may implement getRoles(user):Array<string> and getInheritedRoles(role):Array<string> instead of getRoleHierarchy

Pull Request Pull Request #2: Allow the user handling portion of JsonProvider to be overridden in a subclass
