Support Halfvec and Sparsevec datatypes (#2703)

This commit adds support to Babelfish for the newly added Halfvec and Sparsevec Datatypes introduced in PGVector 0.7.
Added support for all its operators, utility functions and index methods as well. The tests added are fetched from the official Pgvector extension and converted to TSQL syntax and semantics.
